It certainly is over the top suggestion by the author.
Some people seem to be always talking of some kind of war coming. China today is not the same China, say, 20 years ago. Though currently it may not be militarily at par with the US, but it has enough to level a big part of the US continent. The Americans will not attack China, directly or indirectly, because they know no one will come out the winner.
