I would not rate it as a rumor .... it's an official bulletin board in the specific provincial/indutrial free trade zone, for the purpose of informing the public and let it raise any potential claim on companies plans in the area

real question is whether the company disclosed USD 40mil investment plans or something else .... and eventually how it fits with info released in AU

based on my personal understanding, it was clearly USD 40mil ...
