I think the SP is held down due to skepticism about some key factors:

1) bureaucratic inertia in preparing agreement documentation in Indonesia

2) uncertainty whether the new tariffs will actually apply to PAX's projects (todays an says "likely" but if the PPAs are all but signed then there should be no doubt)

3) uncertainty about the technical merit of the projects, which are notoriously unsupported by basic data in Indonesia, affecting the DD of potential partners

I'd love PAX to get this going but I'll believe when I see it.
