Yes I agree that many small holders may be apathetic, but they didn't invest $200, they invested much, much, more and in their position of having as much power with their vote as any of the top 20 shareholders when it comes to the 50% of the shareholders voting, I have faith that they will see the importance of their vote.
They just need to be informed of their power and their rights.
