Actually it is investing. If you have the right strategy even if it costs you a little at the start if you have the right strategy it will be making you money in the near future. Not everything can make you money straight away. Taking that attitude you might as well scrap most businesses at the start as many businesses require far more cash at the start will little return just to get started - then given a bit of time they start to give you a return for your investment.

Agree but everyone has a different strategy and what works for one person does not work for another.
