Our troops overseas have rules of engagement,where as the opposition don't. For a example, when they did respond and threw a grenade into a building they were receiving fire from they found women and children were used as shields . They were held to account for their actions from DEFENDING themselves.
Can you imagine the frustration they must feel.
So they let of a bit of steam verbally, or would you rather they are let loose physically with no holds barred on a almost level playing field.
When no uniform is used to identify them from civilians, then every civilian is potential enemy, man, woman or child.
