I believe they have just had their "living off base" allowance halved too. And when on exercise they bring them back to base every second night to avoid "living away" allowance.
I can understand the first. They have just spent a fortune upgrading the quarters on base and they are top class, nothing like the war-time barracks we lived in. Why do that AND pay them to shack up in town at the same time?
