Of course because different countries have different close off dates and filing dates.
The point of publishing these is to reinforce that PIGS is doing serious work and is well equipped for the future.
The PaperlinX FY2013 figures will again hide the regional strengths and problems. However few here seem to appreciate that.
Try doing your own analysis country by country then publish your considered views about what is known to date.
I offer that challenge to everyone.
