You could be right if you had stated the same before Corona virus crisis but now many govt are running out of funds due to COVID -19 stimulus and many governments would ignore emerging techs for some time.
Look at China, many were speculating huge monetary stimulus from China but that didn't happen and would not happen. There are several reasons; firstly, you need two engines not one to run Chin'a economy because of its size and scale.
Secondly, China already had one engine going that was exports to US, Europe and other countries and another engine was huge construction projects to keep millions of jobs going before COVID-19 crisis.
Aftermath of COVID-19, both engines are down and out significantly and China doesn't know when export engine would restart as Corona virus spread well underway in USA, Europe and other countries. So, providing monetary stimulus now would be waste of money for now!
