Even if IOU was a part of or linked to one of the consortium, it still doesn't address the urgent need for capital now.
Also, before any of these consortiums can even begin operating they have to go through a lengthy audit/review which can last between 12 months and 24 months. That's a long way off for any advantage.
What does the business do for the next 12 months then? Cut off BNPL to save money? Well wouldn't that be part of the reason they would be in the consortium in the first place? There will be a raise and it will be at 9c is my guess.
