Tell me, if government does not want you to buy a triple sheet of toilet paper, then why would it need to identify you by any process including by looking at your purchasing habits as indicated by your usage of your debit or credit card? Can it not just ban it from being sold?
As far as I know, what you seem to be worried about is the introduction of a social credit system, which is a different story.
