re: dilution - dvk13 Sterling Energy Plc (SEY LN) declined 0.5 pence, or 2.6 percent, to 18.75 pence. The oil and gas explorer in the U.S. and Mexico said it will raise 97 million pounds by selling stock to help the Mauritanian government finance development of an offshore oil field in the African country. Sterling will pay $15.5 million and provide a letter of credit to cover the government's $130 million of development costs. In return, Sterling will get revenue from the government's 12 percent stake in the deposit.
