It's about putting the shares in the hands of bigger LTers away from smaller pip squeek day traders and shorters that are funking the price arround all over the place, and at the same time more $ for projects without further debt. Reason for the placement price, maybe it was negotiated a few weeks ago? Can't see any other reason why you'd place at the price.
