Although ITE has been selected for some of these new contracts, I think people do not appreciate the time is takes to finalise the contract stage.

Speaking from experience the company i work for which is in the software industry has been in contract negotiation stage for the past 3 months over a multi million dollar contract (around $30million worth).

In that time our company has already started working on development and hiring more people in preparation for the project and its deliverables. From our point of view the contract is all but nailed, but from a market perspective and public point of view it can not be announced until the final details have been agreed upon by those funny lawyer types.
