I agree with what you say provided they buy after a reporting period if they are a blue chip company. Unfortunantely, OEL if far from being regarded a blue chip company.
For a speculative stock such as OEL, particularly during a period whereby they are undertaking multiple projects and the market is not privy to sensitive information (but the directors are), such practice couldbe viewed as inappropriate. On the other hand, if the company has disclosed everything they know to the market, then I would be worried as a shareholder.
