Vista, me too, I've just tried numerous options to try and replicate but can't. Pop up seems absolutely functional what ever I do!
Does your cursor often make that annoying A-B journey, crossing through the pop up. Again tried recreating this scenario, but find there would be nothing of interest at either hypothetical A or anything drawing me to then progress via pop up to a B. In fact I have to make a deliberate effort to actually hit the pop up, just seems strange its giving you such a problem.
