Pretty sure you cant delay the dfs for these reasons. Your release it and if the economics dont work then you suspend the project and do a BFS when an opportune time arises. Anything else is in breach of ethical conduct.
i would understand fine tuning maybe. I.e locking in a power supply contract or something along those lines.
