You have an optimistic outlook for CTO for whatever reason, so in that respect I admire your loyalty.
In terms of underground operations CTO would require a significant capital injection in order to 'work' the number of stopes you refer to if they don't have either the manpower or more importantly the machinery particularly jumbo's which are cost prohibitive then it's pointless working up that number of stopes. Why not concentrate on working up a couple of areas of the mine & expanding as they are able. If the ore 'reserves' are present as claimed by CTO then it's just a matter of time surely?
The other side to this is once you start moving larger amounts of ore from underground the CIL plant needs to be able to accommodate such increases, is CTO's plant able to cope without significant expansion?
