I don't follow this business much these days, in my opinion, it's just another dead duck in the always well stocked dead duck sea - it had its STELLA chance with that project in Sth America a few years back and the then leadership decided some other bunch of people needed the $Billions$ to be made more than their own shareholders!
I say again re that former project - you MAKE something like that work, it was a once in a lifer!
Just my opinion...but I suspect I'm not the only one!
