Correct. A loss on shares can only be offset against other capital gains, not income tax.
I know what it is like to see the value of bonus shares fall below what my tax liability is, and therefore sympathise with directors who monetize their bonus shares at the right time. If done for this reason, their selling is not necessarily a red flag.
