Doubtful, the EPA reports are being prepared by a 3rd party for us. the back and forth with the EPA is, i imagine, little bursts of activity and guidance, to then have the consultants run away and continue to refine/change the documents.
the plant too is being engineered and designed by partners. as for offtakes, the offtake-not an offtake was a pretty clear signal that they are all sitting there waiting to be signed but nothing happening until the EPA says "go".
