"dirty bomb" material shipped from iraq

U.S. shipped 4,000 pounds of uranium material capable of forming "dirty bombs" from Iraq in mid 2004. An additional 1,000 radio active items was also removed and all was taken to a secret location in the U.S. Was done without the permission of the UN as there were fears the stuff could fall into the hands of terrorists. Why was it there in the first place??
