    Yes..penalty rates should be for the deprivation of health ie sleep etc not social aspects.

    Working from 7am to 7pm on any day is no big deal healthwise...

    Working from 7pm to 7am is..healthwise...

    I used to work 24 hour 7 days a week roster with others ie 24/7 and we worked all public holidays 24/7
    I would get 15% for working 7pm to 7am extra..monday to friday
    50% on a saturday whether is was 7am to 7pm or 7pm to 7am..no difference in rates
    100% on a sunday whether is was 7am to 7pm or 7pm to 7am..no difference in rates

    My opinion after nearly 35 years of these types of rosters are...

    7pm to 7am any day.....normal rates......public holidays a loading of 50%

    any shift that starts before or finishes after between or starts or finishes during 7pm and 7am ...100% all days..plus the 50% for pub hols.

    so a 7pm to 7am shift ...a noon to 11pm...a 3am to midday..etc etc..attract 100% penalty rates....
