Normally there would be a beltweigher on the conveyor going to the shiploader loading into the vessel, but in this case I suspect either they will have to run the trucks over a weighbridge, or they will have measured the filling of the rotoboxes if that was by conveyor.
As a final check is there is a draft survey of the vessel - this can be quite accurate depending on sea and vessel conditions.
