The government yrs ago closed the dsp for people living overseas. From 2004 onwards people can't go overseas permanently and recieve dsp. However you still have people living on dsp if they left the country pre 2004. These same people as long as they are australian residents, when they hit 65 can come back to australia and apply in person for a age pension at centrelink. And then fly back to there oversea residence and have a pension for life. I have no problem for people that get a dsp and they live in australia, but if you get dsp in a low cost country like Eastern Europe or se Asia, you recieve a wage that's better than most workers there.
