Can I offer an alternative theory?

How about - CTP have been busy trying to get the drilling program in place, they wanted to release it with the quarterly.

Knowing the schedule might not get completed in time, they prepared a version of the quarterly without a schedule, and another with it in. They waited, and tried to negotiate and settle the drilling schedule, but couldn't get it done in time.

And so, holding off as late as they could, they finally submitted the version without the drilling schedule.

This is all just a theory, not substantiated, but it's how I'd like to look at it.
