Hmmm...Perhaps you were fooled because you were not following the announcements and/or redevelopment progress closely enough.? Or perhaps English is not your first language.?
There has been plenty of mention of both the new machinery as well as the last of the electrical upgrades.
23.01.18 - However, due to cyclone activity in the southern Indian Ocean in January, which was outside of the Company’s control, shipping of the final electrical components and mining equipment were delayed. With a subsequent delay in completing the
recommissioning of the Process Plant estimated at approximately four to six weeks.

28.02.18 - Major mining equipment has been delivered, commissioned and has
commenced the upgrade of the Mahefedok haul road, in preparation
of Open Pit development works scheduled to begin in March.

28.02.18 - The Process Plant has reached the final phase of recommissioning,
with all equipment items installed, and final electricals underway.

Whilst delays are frustrating, the company has been reasonably transparent about progress and the worst is behind us. Having imported large machinery into Australia, I have experienced time delays of over five months AND suffered great personal cost as a result. These guys are doing well.IMO.
