Te Kirner government had to py the CBA to takeover the SSB because Labor made such a mess of its finances.
We had to pay out victims of Pyramid because of dumb Labor ministers.
Kennett had few options when he came to government after the debarcle of Labor financial mismanagement,they left financial time bombs that robbed the state of years of growth,breaching loan council rules,the list goes on and on this what Kennett inherited.

THE former Victorian Treasurer, Mr Tony Sheehan, yesterday blamed his leader, Mrs Joan Kirner, for dumping his Budget strategy in August and jeopardising Victoria's efforts to stave off the cut in the State's credit rating.

He said that Mrs Kirner's unilateral action in walking away from the promise to balance the State's Budget by 1993-94 contradicted the assurances that Mr Sheehan had given the Federal Treasurer, Mr Dawkins, and also angered the credit rating agency, Moody's Investor Services, who had been given similar assurances.

This led to a two-notch downgrading of Moody's rating for Victoria's sovereign debt last month and to Mr Dawkins losing faith in the Kirner Government's ability to solve its debt crisis.

Mrs Kirner's backflip on debt management also held up negotiations on Victoria's breach of Loan Council rules and led Mr Dawkins' entanglement in the Victorian loans affair, which led to calls for his resignation. Mr Sheehan is a member of Mrs Kirner's Socialist Left faction, is now education spokesman in her shadow Cabinet and his comments are likely to cause a political storm in Victoria.

He was State Treasurer from January of this year until the October election and spent the previous year as Minister for Minister.

In an exclusive interview with The Australian Financial Review, Mr Sheehan said that a lack of will in the former Victorian Labor Government to address the State's debt problem had led to its inadequate response in the August State Budget

We still have not reached a trillion dollars of debt dispite Charmers claiming Labor inherited a trillion doallars of debt.
Charmers was called out by Koshie before the election when Charmers claimed it would be a decade before the budget would beback in balance,koshie said it was BS and that the budget would be back in surplus in 2023.
