@daicosisgod; the regressive scorched earth Kennett years from 1992-1998 together with the do-nothing Bailliaeu-Napthine years from 2010-2014 have indeed proven very challenging ones to turn around.

So out of the 31 years after Kennett became Premier Labor did have three terms in office [12 years] in Victoria as the Bracks-Brumby Years and have had another nine years under Daniel Andrews - that's twenty one years with three still to come. They did manage to stop the haemorrhaging, the terrible waste on building ornaments for the oh-so-wealthy such as 'Jeff's Shed' as well as unfinished work on Parliament House.

Bracks-Brumby did manage to end the devastating impact of the dark Kennett Years, resurrect most of regional Victoria and commence the task of modernising Melbourne and drought-proofing the State.

In 2010 big affable Ted Baillieu was elected because he was so likeable for a politician. But as with Napthine, he proved to be visionless and incompetent - failing even to deliver the promised tramway from the CBD to Doncaster. At a time of rapid global change Victoria became unproductive and Melbourne at serious risk of crawling to a halt due to congestion.

Then along came Dan Andrews with his 'Big Build' and despite the crude efforts of the Federal Coalition to undermine Victoria that core public infrastructure plan is well underway.

The contrast between what Labor has delivered in its twenty-one years in office vs the unprecedented damage done by the grossly incompetent and ideologically constrained governments of Kennett, Baillieu and Napthine explains why Daniel Andrews retired as Premier with 56.5 : 43.5 2PP opinion polling.
