Broadly I agree but surely the shorting and manipulation is only viable and effective because of the governance and management issues - akin to the chicken & egg scenario. I certainly agree that if regulation and enforcement were better aligned with shareholder and company interests then the gross manipulation we endure would not happen and valuation would be higher as a direct result (without any management & governance improvement!).
