If the accused rapist does not confess, and the woman is unable to produce the four witnesses; then the Court can levy upon her the case of ‘kazaf’ or falsely accusing somebody... " It is extremely unlikely that a man will rape a woman in the presence of four witnesses who would be prepared to testify against him so it's a setup for the man to pass the punishment for his crime onto the victim - the woman that he raped. This is clearly a bias against women in favour of men.
