Well, looks like Kalina was unsuccessful in their submission to retain Distribution-Connected Generation credits.
This was published by The Alberta Utilities Commission on 7/6/2021:
The Alberta Utilities Commission has determined that the existing distribution-connected generation (DCG) credit mechanism within ATCO Electric Ltd., ENMAX Power Corporation and FortisAlberta Inc.’s respective tariffs will be discontinued.
