The problem with having a REO plant in Australia would seem to be what then? Gebeng is running close to nameplate capacity. Is there demand for more capacity? Where would the REO's be processed into metals & magnets?
The fatal mistake of the West is that it abandoned the infrastructure chain years ago and now China is the default workshop of the world.
