As I understand from that announcement, the negotiations at the moment have been with groups just a few km from the mine so maybe still some uncertainty depending on whether agreements need to be reached with protestors in other provinces within the Puno region too, who might be equally militant but less economically incentivised to agree to a mine restart. This is just from my shallow reading of news articles though, I'm keeping an eye on this but ultimately what happens happens and I don't really expect to be able to gain any kind of predictive edge from it, just an awareness of what's already happened as it happens.
