Disney didn't sign up, even though they were apparently happy with the sign according to LUM's announcement. The problem we are told was "budgetary constraints".

Multi multi billion dollar companies need to be very careful with advertising expenses - even when they are satisfied with the exposure given to them by that same advertising.
