The story until oil was found? Drought, economic mismanagement, massisve foreign debt, etc. etc.

WPL and partners will provide an oppoprtunity for them to climb out of a rather tragic economic hole. Or should they pack up and see how the GoM go finding those 12" holes at the bottom of the ocean!
