Can anyone explain the roots of the project dispute to me?

Specifically with what spend commitments were supposed to be met that led to this claim over the project. There must have been a contractual terms that the claiming party believes have not been met.

I cannot find any doco on the case. And it is difficult to make an investment decision on blind faith alone.
