When I travelled europe I had no SIM card, I just used wifi. It was everywhere, great for a traveller, even on heaps of trains!
Sure business guy would need data sim, but I didn't and had no issues.
If world phone was available then I would definitely of used it in my hotel room etc, than those rare money hungry payphones.
Like you say it's different in different countries.
