I wonder if the apparent "uselessness" and paralysis is more to do with voters constantly electing a government with the expectation of that government getting things done, but at the same time electing a hostile Senate, just in case the government they elected tries to change anything.
Then throwing their hands in the air and telling themselves "this government is hopeless".
Which in fact is exactly true. Not because they are incompetent, but because voters want stuff to be fixed, but not changed. It's become crazy.
