I've been dealing with some very large overseas funders recently and some of the stories I have heard are very concerning. Not just the extreme difficulty of moving large sums of money out of the Euro zone but also smaller more simple transactions

2 people in the US that I heard of this evening could not access Ap payments for fuel and not having cash had to depend on friend to come to their aid.

It seems that the difficulty of accessing/transferring cash and even cc payments are being systematically disrupted, by whom?
It may be considered a conspiracy theory, however the thought passed on to me was that is unlikely a hacking problem and more likely government interference as the banks have not stated a hacking problem!
