Is not the Qld Royalty increase deflecting a portion of tax paid to ATO, now going to Qld?

The Qld Royalty increase is an additional expense for BHP, impacting on its profit - thus less profit and less tax paid to ATO - It would be handy if the increased royalty was offset by less tax to ATO - thus a tax shift and less tax to ATO
