DRP suspension in general could be due to two things, 1) directors assess the current gearing level to be ideal and doesn't need more capital from dilutionary source 2) directors might think the share price is cheaper than the intrinsic value of the company.
For a high yielding stock like WDC, dilutiionary impact can be significant, especially given that they are often offered at some discount.
