I believe that they buy the stock over a period of time for the DVP....otherwise they would have to make an announcement that they were issuing "new shares" onto the market each DVR time. No other companies that do the DVR have made any announcements about issuing "new shares" each time.
Each company can buy stock at a price that is agreeable with their DVP for issuing at divi time.
