Because the dividend is the only way to get the franking credits out of the company and into your pocket. AFAIK franking credits cannot earn interest or anything of the sort, so the longer the company sits on franking credits the more their value is eroded by inflation and opportunity cost. Most companies try to use their franking credits ASAP for this reason.
Disclaimer: I haven't actually checked how many franking credits the company has and whether it's substantial enough to warrant a special dividend, but if there's a lot then it'd make sense
