Coopec I think you are confusing drilling existing producing fields with exploration.
Drilling existing fields has an extremely high rate of success in turning into production, something like 98% I believe. However there is still exploration in areas that are not so well known or areas where the extension or direction of the field hasn't been established.
Here is a brief article from reuters where Chevron among others have withdrawn their exploration.
