can't answer your questions as I don't hold TLS but there was an interesting article in last weekend's AFR which inferred that after capital costs and financing, TLS's dividend was funded from increased borrowing.
Of course the counter argument is that the capital costs were funded by debt and the dividend from cash flow, but anyway it's worth a read if you have TLS.
