SPP shares are issued to existing holders only. Nothing unusual about paying dividends to existing holders; that is where the dividends were already going to be paid.
More importantly, I doubt the company would entertain the idea of paying a div to the instos on the placement shares (which have already been issued) and not to retailers on the SPP shares, considering we are paying the same price.
