If you hold his passport, she can apply for a new one - claiming it's lost. In my case, the lady in question had a family court order against her prohibiting her to apply for a passport and to take him out of the country. But she applied anyway, with my signature falsified (by her boyfriend) and obtained a passport.
You MUST have him on the watchlist. If she tries to leave with your son, she will apprehended and the child given to you if she still wants to leave. You'll be collecting him from the airport.
When she's gone with him, you lost him. Don't let it happen.
Best approach is to seek a consent order that both of you won't take him out of the country but you must have him on the watch list. The rest is going to cost you plenty.
