    The reasons he used were based on a personal a choice and his personal perception of Djokovic.
    His actions were discretionary which could hardly be called a process. Even the reasoning and perception of Djokovic were discretionary.

    The errors.
    1 Djokovic has been treated differently because he tested negative and no more a threat than anyone else.
    2 His visa was cancelled because he was treated as a bad influence due to his actions and believes.
    3 The government knew his beliefs and should have refused the visa prior to him arriving.
    4 The government could have refused him at the fist instant on the same grounds but failed.
    5. Public opinion was focus around inaccurate entry records which were not the object of the visa cancellation.
    6.The second visa cancellation was an abuse of process to save face because it was based discretionary powers and emotional reaction to public opinion without looking at the merits of the case.
    7 The government could have used powers to cancel his visa for an incorrect entry card but chose to publicly humiliate him by calling him a threat. This is just dirty.
