The gov probably left it until late Friday pm so he couldn’t go rushing off to the courts - and it’s probably now too late to go through the process before the open starts so he may as well pack his bags. It also sounds like he has a few other technical problems coming he way when he gets back - don’t the Spanish and Serbian governments also have some Qs for him?

the bloke is a smart ass, cheat and a lying skid mark and if he and his team had any smarts, they would be out of dodge on the next flight....never to return.

if they choose not to, put him in detention.
